Korean government moves to ban scalping for performances and sports; film law change to follow

Culture Minister Choi Hwi-young said authorities will push to amend laws to curb ticket scalping after high-profile cases, including expensive resales of Christopher Nolan’s film Odyssey (소비자들이 IMAX 관을 선호해 암표가 급증). Newly revised laws for performances and sports, effective this week, ban scalping outright—regardless of macros—and allow fines up to 50 times the unfair sale price, with up to 50% of collected fines paid as whistleblower rewards. The enforcement decree specifies seller obligations (identity checks, reporting functions), platform duties (removing or limiting exposure of illicit listings), and data-sharing procedures with designated reporting agencies; failure to comply can bring fines up to 5 million won. Currently, the new measures do not yet cover movies, but a parliamentary bill to extend anti-scalping rules to films is pending. Agencies, ticketing platforms, resale sites, and police agreed to cooperate on monitoring and public outreach to stop scalping and protect cultural events.
