Donghae Revises 40-Year-Old Plans for Hanseom Coastal Development

Donghae City in Gangwon Province is reworking long-delayed development plans for the Hanseom (Hanseom is the local island/peninsula area) coastal site after four decades of stalled projects. Officials held an interim report meeting on a feasibility study for designating the roughly 297,000 m² area as a new tourist zone. The site—near downtown Cheonggok-dong, KTX Donghae Station, and the intercity bus terminal—combines beach and pine-forest scenery and is seen as having strong tourism potential and ties to the urban commercial district. Land ownership among 95 parcels includes city-owned, national, and private lands, complicating past private-led efforts begun in the 1980s and 1990s. The city plans a phased, public-led approach that preserves coastal views and city access while defining realistic project scale, facilities, and public-private roles rather than relying on a single large facility. Officials will refine the tourism designation, business viability, and step-by-step implementation plan based on the interim review to produce a feasible mid- to long-term strategy for Hanseom.
