How Marina Bay Sands Turned Singapore into a Tourism Powerhouse

An artificial-island landmark, Marina Bay Sands, helped transform Singapore from a so-called “boring city” into a global tourism hub by adopting an integrated resort (IR) model that combines casinos with hotels, performance venues and other non-gaming attractions. Opened in 2010, Marina Bay Sands and other IRs extended visitor stays (from 3.96 to 4.81 days), boosted arrivals (970,000 in 2009 to 16.5 million recently) and doubled tourism revenue. Seeing that success, Japan, the UAE and Thailand are investing heavily in large IR projects. South Korea, however, lags because strict casino regulations, limits on local access, and social perceptions of casinos as merely gambling have constrained investment and development. Experts urge Korea to reframe IRs as high-value tourism industries, consider a dedicated special law, and adopt clearer incentives and regulatory frameworks — steps that helped Singapore succeed — if it wants to compete regionally in the coming decades.
