Seoul City is focusing on eliminating regulations that impede public construction and administrative sectors, and cause inconvenience to citizens. As part of this initiative, 10 regulations have been abolished, as proposed by a 'Task Force' and 'Expert Review Committee'. Among the changes, the mandatory 50% self-construction requirement for public works will be scrapped, replaced by evaluation of self-construction rates during bidding. The evaluation criteria will be integrated into the bidding process for construction projects over 3 billion KRW (approximately $2.3 million). The city also plans to enhance adaptability of construction costs based on urban features and is revising the administrative process for incorporating digital technologies. Furthermore, Seoul plans to broaden access to its public amenities, like the Seoul-type kids cafes, making them available to more people, including non-residents who work in the city. This regulatory reform is aimed at accelerating innovation, improving business environments, and alleviating everyday inconvenience for citizens.
