The Ministry of Oceans and Fisheries selected six top regulatory reform proposals from 137 entries in a public contest aimed at easing outdated or burdensome marine-sector rules. The winning proposal reduces the group ferry (단체발권) ticketing requirement from 20 people to 5, reflecting a shift toward smaller group travel and enabling faster, more convenient boarding; individual ID checks during boarding will still be maintained for safety. Other winning measures include flexible timing for safety inspections of fishing boats, longer lease periods for aquaculture sites to support startup income, exemptions from carrying certain navigation publications for local service vessels, clearer rules on vehicle lashings for car-ferry stops, and electronic sharing of transplant approvals for imported aquaculture species to cut paperwork. The ministry plans to fast-track legal changes and continue soliciting frontline input to improve regulatory fit and reduce public inconvenience.
