Government Moves to Ban Scalping at Movie Theaters; Amendments to Film Law Planned

The Culture Ministry announced steps to stop ticket scalping at movie theaters, prompted by reselling of tickets for the film "Odyssey" at special screening formats. Minister Choi Hee-young said the government will quickly pursue amendments to the Film and Video Promotion Act (영비법) to close legal gaps. Starting the 28th, scalping for performances and sports events is fully banned regardless of macro program use, and platforms or sellers can face administrative fines up to 50 times the unfair sales amount. Whistleblowers can receive up to 50% of a fine (capped at 50 million won). Authorities may request seller and platform user data related to illicit sales; failing to provide or falsifying records can bring fines up to 5 million won.
