Tougher Penalties for Resale Tickets: Up to 50x Fines for Performances and Sports; Movie Rule Change Planned

From Aug. 28, South Korea tightened rules to curb scalping (unauthorized ticket reselling). Amendments to the Enforcement Decrees of the Performer and Sports Promotion laws ban unfair ticket buying and selling regardless of macro bot use. Sellers and ticket platforms must verify buyers, provide a reporting function, and notify users of sanctions. Authorities can demand user and access records from sellers and platforms; failing to comply risks fines up to 5 million won. Penalties for illegal resellers are set from 2 times up to 50 times the sale price, though ordinary, reasonable ticket transfers will be judged case-by-case. Whistleblowers can receive rewards: up to 50 million won for reporting illegal purchases and a share (up to 50%) of fines recovered from illegal sellers. The government also pledged to swiftly amend the film promotion law to cover movie ticket scalping. Officials emphasized publicity and cooperation among platforms, law enforcement, and industry to ensure effective enforcement.
