Uljin County Wins Again in Appeal Over Rejection of Skyrail Contract Renewal

Uljin County in North Gyeongsang Province won a second-instance administrative lawsuit against Skyrail, the private operator of the Jukbyeon Coastal Skyrail (a 2.4 km monorail tourist attraction). Skyrail had sought cancellation of the county’s decision not to renew its operating contract when the term ended in July 2024, arguing contracts should be extended if there are no operational defects. The Daegu High Court upheld the lower court’s ruling that the county’s refusal was lawful, agreeing that the operator showed poor transparency—allegedly excessive service expenses and refusal to submit accounting records. The county built the Skyrail in 2021 at a cost of 25 billion won and plans to take over the facility after related civil suits conclude.
