Duty-Free Downturn, but Airports Stand Apart — Lotte and Hyundai Return to Incheon Airport

Incheon International Airport has completed selection of DF1 and DF2 duty-free operators, with Lotte Duty Free winning DF1 (perfume & cosmetics) and Hyundai Duty Free DF2 (liquor & tobacco). Both are expected to start as early as March under leases running to 2033 with possible extensions. Winning bids reflected sharply lower per-passenger rents—over 40% below previous levels—raising hopes for quick profitability. However, Korea’s duty-free sector faces structural weakness since COVID-19: despite record inbound tourists in 2023, duty-free sales fell, hurt by fewer Chinese group tourists, weaker high-end luxury demand, and shifts to local retail. Industry views Incheon Airport as an exception due to high transfer traffic, wealthy solo travelers, and its role as a “last-chance” shopping spot, making it more defensible than city or regional airport shops. Lotte views in-airport presence as strategic for brand and supplier bargaining power, while Hyundai sees DF2 as a make-or-break test for its duty-free future. Still, fixed costs tied to passenger counts and exposure to economic and currency swings keep profitability uncertain.
