A first-instance court ruling is expected today in an administrative lawsuit over whether the Ferris wheel at Sokcho Beach should be dismantled. Sokcho city ordered the operator to remove the attraction after audits and a special inspection found illegalities in the procurement and permitting process for a 9.2 billion won tourism project that included the Ferris wheel and a four-story theme park. The operator argues it obtained proper permits and resumed operations after a provisional suspension injunction (stay of execution) was granted. The dispute centers on the city's responsibility to maintain public trust and the legality of post-audit sanctions. Separately, former Sokcho Mayor Kim Cheol-su faces criminal charges related to the project, with sentencing set next month.
