Art Tours Redraw Gangwon: From Spots to a Governance-led Art Platform

Gangwon Province aims to transform into an ‘open‑air museum’ as major rail lines opening by 2028 (Chuncheon–Sokcho high-speed, Donghae Northern Line, Yeoju–Wonju double track) will link the region to Seoul within an hour. The remaining challenge is creating sustainable cultural content and governance. Successful private‑led art sites like Museum SAN, Haslla Art World, Misuk Artists’ Village, and Samtan Art Mine show Gangwon’s potential as an art destination. The article urges active private investment (mecenat) and public incentives to convert idle spaces, closed schools, and former mines into art venues, citing Naoshima and Museum SAN as models. It proposes an integrated “Gangwon Art Belt” (Museum SAN–Haslla–Yongdae Garden–Pyeongchang digital art) and a joint rail‑museum product such as a “Gangwon Art Pass” with Korail and cultural foundations to boost visitor convenience and lengthen stays. With coordinated public‑private governance and integrated branding of rail and museums, Gangwon could shift from a transit route to a lasting art destination.
