South Korea is poised to welcome about 20.36 million foreign visitors this year, a record high, but experts warn that numeric growth alone won’t secure tourism success. Despite rising arrivals, Korea’s tourism balance has run a persistent deficit since 2001 because outbound Korean travelers and low per-visitor spending leave the sector unprofitable. Key source markets—China, Japan, Taiwan, and the U.S.—show declines in average length of stay and spending; for example, Chinese visitors’ average stay fell from 8.5 to 6.8 days and per-person spending dropped from $2,324 to $1,859. Japan has pivoted to a high-value strategy (targeting big-spending tourists), which Korea may need to emulate. Scholars urge managing tourism by qualitative metrics—longer stays, higher spending, satisfaction and repeat visits—and developing high-value segments like medical, education, MICE (meetings, incentives, conferences, exhibitions), and premium accommodation to transform tourism into an export industry. The milestone of 20 million arrivals is important, but the real test will be whether Korea can increase value per visitor rather than just headcount.
