National Arts Bodies Drift without Leaders as Appointments Stall

Several major national performing arts organizations under the Ministry of Culture, Sports and Tourism are operating leaderless — vacancies range from six months to over a year. Affected institutions include the Seoul Arts Troupe (Seoul Artsdan), National Theater of Korea, National Symphony Orchestra, and National Gugak Center (National Korean Traditional Music Center). The ministry says appointments are “under review,” delaying selection of new directors and artistic chiefs. The lack of permanent leadership is disrupting programming and long-term planning, especially ahead of milestone seasons (e.g., Seoul Artsdan’s 40th anniversary). Many more heads of national arts bodies face term expirations in early next year, and the Korea Arts & Culture Education Service and Arts Council Korea (ARCO) also face looming vacancies. Some in the arts community worry about political patronage after recent appointments of figures associated with the president’s circle, raising concerns over institutional independence.
