Crafting Landscapes of History and Future: South Korea’s 3rd National Landscape Policy Plan (2025–2029)

The Ministry of Land, Infrastructure and Transport has drafted the 3rd National Landscape Policy Plan (2025–2029) and opened a two-week consultation with related agencies. The top-level five-year plan, required under the Landscape Act, guides local governments’ landscape strategies. Its vision—"Landscapes of history and future"—aims to boost public awareness of landscape policies and build an industry ecosystem. Key goals include creating dignified national landscapes, generating future urban and architectural landscape assets, and fostering public–private collaboration. Priority projects focus on urban and regional design innovation and stronger support for designated landscape management zones. The ministry plans design-guideline projects inspired by places like Santorini (a Greek island known for its whitewashed walls and blue roofs) to shape local identity and tourism appeal. It will also propose renaming “priority landscape management zones” to “priority landscape promotion zones” and legislate regulatory and budgetary support to help spread exemplary landscapes. The plan will be finalized after the consultation and review by the Central Urban Planning Committee.
