63.4% of EV Complaints in Korea Are About Pricing and Payments

The Korea Consumer Agency examined charging fees and price displays from the top 20 domestic EV charging operators and found that billing and payment complaints accounted for 63.4% (64 of 101) of user reports over the past two years (July 2023–June 2025). Other issues included charger malfunctions (20.8%) and point refunds (15.8%). Charging rates vary by membership type and operator: slow-charger member rates averaged 293.3 KRW per kWh (kilowatt-hour), while roaming rates and non-member rates were higher (about 397.9 KRW and 446 KRW per kWh for one operator). Rapid charging also showed member, roaming, and non-member price tiers. Despite rules requiring fees be posted on-site or via websites/apps, many operators provide inadequate price information: 57.9% of 19 slow-charger operators and 23.5% of 17 fast-charger operators did not display prices. Among 19 operators with apps, 73.7% allowed unrestricted price viewing, while 26.3% required user registration to see fees. (roaming: using another operator’s charger)
