Korea’s Space Agency Seeks Clear Legal Status for Private Satellite Operators in ‘New Space’ Era

The Korea Aerospace Administration (KAA) held two expert meetings in Cheongju to shape laws and share R&D results for satellite operations and utilization in the 'New Space' era. Around 50 experts from 33 institutions discussed a draft Satellite Utilization Promotion Act (satellite-utilization 촉진법) and policies to clarify the legal status of private satellite operators and designate promotion agencies to support industry growth. The agency also reviewed progress on two R&D projects—developing a satellite-data big data support system and creating an innovation base for satellite utilization—whose datasets (about 150,000 recent records; 780,000 total since 2023) have been opened to the public to boost AI training and commercial use. KAA officials said clearer legal frameworks and continued dialogue with academia and industry will help scale domestic satellite imagery use to global levels by project completion in 2026.
