South Korea Raises Concerns with France over EU Off‑territory Subsidy Rules and Steel Tariff Quotas

South Korea’s Ministry of Trade held the 20th Korea‑France Industrial Cooperation Committee meeting, where officials discussed cooperation on critical minerals, electric vehicles (EVs), batteries and supply chains. Seoul warned France about EU rules on subsidies outside the bloc (off‑territory subsidy rules) and a proposed steel tariff‑rate quota (TRQ), saying such measures and France’s EV subsidy scheme could act as trade barriers protecting domestic industry. Both sides agreed to deepen policy exchanges and use high‑ and working‑level channels with the EU and France to negotiate issues like TRQ terms and a fair carbon‑emissions factor in EV subsidies.
