Korea Approves 14 Mobility Regulation Exceptions Including Remote U.S.-Korea Baggage Screening

The South Korean government approved 14 regulatory exceptions for novel mobility services to enable real-world testing. Key measures include exempting re-check procedures for Korea–U.S. remote checked-baggage screening (IRBS), allowing airlines and Incheon Airport to share baggage data with U.S. customs/security authorities without separate passenger consent under a special allowance to the Personal Information Protection Act. This enables remote screening for travelers to Atlanta, Seattle and Los Angeles and aims to streamline transfers. Other approved pilots: autonomous shuttles operating in zones for mobility-impaired people (normally restricted), demand-responsive transport (DRT) licenses to allow individual taxi operators to serve rural areas, and use of idle parking spaces as urban parcel logistics hubs to reduce delivery distances and congestion. The Transport Ministry said these sandboxes will foster tech convergence in mobility and will be followed by post-trial support and possible regulatory revisions.
