Gyeonggi Province named a Live Nation consortium (Live Nation Entertainment and Live Nation Korea) as the preferred private developer for the T2 site of the Goyang K-Culture Valley. Governor Kim Dong-yeon said negotiations will lead to a basic agreement by February, aiming to resume construction in May next year on an indoor arena seating 20,000–50,000 and a year-round stage with advanced technology. The K-Culture Valley is a 300,000㎡ complex in Janghang-dong, Ilsandong including an arena, studios, theme park, and hospitality and commercial facilities; the T2 parcel is about 158,000㎡. The arena, planned for 42,000 seats (indoor and outdoor), began construction in 2021 but was halted in April 2023 at 17% completion due to COVID-19 and construction market issues. The province moved the project from a single private developer model after ending the 2016 basic agreement with CJ LiveCity and shifted to a public-private dual development approach.
